This is the first quest in the halfling racial progression series. It is given by Rondo "The Belly" Roundstew in The Baubbleshire ( 947, -436).
You must speak to Maela Meadows at 857, -417 in The Baubbleshire and then return to Rondo for your reward.
This opens up the Helping a Friend, Again quest.
