This quest is initiated by inspecting a Bag of Parts. This bag will appear in your inventory when you walk in to the town for the first time from the docks. A receipt in the bag bears the name Algan Tinmizer.
Give the bag to Algan Tinmizer ( 862, -12.35, 412.43) in The Baubbleshire for coin and experience. He is found on the cliff overlooking the waterfall, behind the tree and bench.
