Find Alakzaer T'Aleett. He's in the Nerius Highlands (-253, 0, -205). You can get there by taking the path that goes up past Smoldering Lake.
Completing this quest opens up the quest 'Wings of Fury'.
Warning: The named mob Searscale 14^ spawns on the path right by Alakzaer. There was a loud screeching just before he appeared, so if you need to move away you have a couple of seconds. Just watch out for respawns on the path behind you.
