You must deliver a package to Blarton Blumble at Windstalker Village in Antonica. He is laying on the bed in the first house to the left as you enter the village. (-1830, -37, -539)
The reward is 3 level 20 superior satiation cookies. This also opens the Spicy Meat Pie quest.
