Did some research on this guy, and though there is no information on EQ2 Fandom or EQ2 Zam relating to a quest, he should be 10 ^^^ and drop these boots: https://eq2.zam.com/db/item.html?eq2item=dca7ccfc0912587cee885f4c534ae83d
